            Dubai has many transportation services that serve public, private, and cargo transportation. Combined these different types of transportation service different industries in Dubai. The movement of goods and services is at the heart of the continued growth of civilization. Dubai has implemented “Digital Dubai” (U.ae., 2022) with the primary objective of making Dubai a smart city. (U.ae., 2022) Public transportation services utilize Apps to provide a digital interface between the population the transportation network. There are many Apps from monitoring the transportation congestion to ordering public transportation. Payment for the use of public transportation is also digital, with the use of cards that support the ease of payment options.

            Dubai is one of seven self-governed emirates (Internations, 2022) that combined become what is known as the United Arab Emirates. The self-governed emirates have their infrastructure management depending on the inter-emirates. The self-governed inter-emirates have initiated different structures based on the scope of the emirates

            Dubai infrastructure is managed by different Government of Dubai authorities that are following the digital path in making the city of Dubai an innovative and sustainable city. The “Digital Dubai” (U.ae., 2022) aim is to integrate into the infrastructure that supports the future development of Dubai different initiatives that will support six strategic objectives (U.ae., 2022):

  • An innovative, liveable, and resilient city.
  • A globally competitive economy powered by disruptive technologies.
  • An interconnected society with easily accessible social services.
  • Autonomous and shared mobility solutions drive smooth transport.
  • Clean environment enabled by cutting edge ICT innovations.
  • Digital, lean, connected environment.

            Dubai has fully embraced Information and Communication Technology (ICT) in creating an innovative Dubai. ICT is interwoven into the Dubai infrastructure and grows as the city transforms itself. Dubai’s public transportation system utilizes APPS to connect the users and the transportation mode. (U.ae., 2022) ICT is woven into each of the six strategies that Dubai is initiating. ICT has many data initiatives built into Dubai infrastructure that include City Brain that is a partnership between Dubai and the Chinese government with the commercial platform Alibaba, provided real-time data from 750 sources to tackle problems of traffic congestion, energy, and water consumption patterns and identifying vulnerable residents in need of additional support. (Smart Dubai, 2020) MIDATA, the NCI Genomic Data Commons or Healx, utilizes unique health datasets shared by voluntary patients and research centers to support research and preventative health care services. In addition to retail services, the mall offers a plethora of financial services, including the more obvious metro, hotel, and apartment access and multiple banks and money exchange centers, telecommunication headquarters, super and mini markets, mail and shipping services, and transportation services branches. In comparison to the visitor in the above example, a local or ex-pat resident can enter the mall and take care of everything they need to in a short period – from buying a new suit, to paying their electricity bill, to making copies of a new contract for work, to picking up groceries for the week. The Dubai Mall has ensured that its services keep both locals and tourists engaged through its impressive economic services that facilitate leisure and professional ventures. 

One of the primary economic services offered at the Dubai Mall is access to the Dubai Metro. In a bustling city, public transportation is essential in ensuring inhabitants have multiple options for getting to work and home. Being one of the busiest and most popular cities in the Middle East, Dubai established its public transportation routes early on. The Dubai metro is the first urban mass transit in the Arabian Peninsula and carries thousands of residents and visitors each day (Larumbe, 2021). One of the stops along the Dubai metro’s most traveled line is the Dubai Mall. Even if visitors are not planning to go shopping, the Dubai Mall is the only stop that allows metro riders to exit downtown, which further increases the mall’s visibility and the chance at bringing in new or unexpected shoppers. The fact that the Dubai Mall is one of Dubai’s busiest metro routes outlines the extent to which the Dubai society has evolved into a consumer culture. Just like other mega malls in the city, Dubai Mall leverages public systems to transform consumption patterns into hyper-consumption. The practice is evident even in government services.

According to Kazim (2018), the opening of DED’s offices outlines the government’s commitment to establish new initiatives to keep pace with the changing commercial trends in the Emirate. Apart from introducing a new form of consumption for pubic services, the DED offices will enhance communication between the government and private business, which suggests positive policy implications.

The Dubai Mall is not an attraction because of its variety of services but rather how it offers them. The mall’s layout is welcoming in terms of the type of services the shopper is looking for. Shipping, banking, grocery, and telecommunications services are on the lowest floor. Other floors specialize in home goods and services, restaurants, and the aquarium, and three floors are dedicated to retail shops, categorized by relevance, designer, and category of goods. As Andrew Scott (2016) reports, “This mall isn’t the attraction simply because of what it offers, it is how it offers it to you.” Consumers can easily navigate the Dubai Mall thanks to its friendly layout and digital billboards giving directions throughout the space.

Furthermore, the physical signs around the mall ensure that mallgoers can easily access escalators, elevators, and exits as quickly as possible. The mall envisioned ease of access and mobility for its visitors in its design. The elevators are equipped with communication panels that inform customers of events and attractions inside the mall and the weather and news from the UAE and around the world (Schindler Elevator Corporation, n.d.). 

The Dubai Mall has an app that can be accessed anywhere inside the mall to facilitate easy navigation. The mall has the feel of an oasis amid a bustling city, “much like modern city centers, the mall has created areas that are quieter, busier, cooler, lighter, or louder. A walk around the mall is a sensory experience challenging norms of how a mall should look and feel” (Scott, 2016). By putting communications services in place to make visitors feel comfortable navigating their way around such a massive, monumental facility, the visionaries of the mall ensured that the space would surpass the stereotypical retail shopping mall and become a monumental piece of Dubai’s history.

The Dubai Mall is helping Dubai achieve its unique selling proposition as a smart destination with unique tourist experiences and fun-filled consumer convenience. The Mall is not a mall in the traditional sense but rather a conglomerate of driving social and economic necessities, including retail shops and boutiques, restaurants, housing, telecommunications companies, entertainment, public transportation, business spaces, and community services (Khan et al. 2017). The usage of data, service control and coordination in the mall are precursors of improved retail efficiencies, local sustainability and improved quality of life for residents. Since the inception of the mall, more destinations in Dubai are orienting towards becoming smart destinations. The Dubai Mall stands as a service standard for Dubai locations seeking to transform into smart tourist destinations. Smart systems enable the application of information to create distinct consumer experiences, a concept the Dubai Mall is promoting its adoption throughout the UAE. As an iconic symbol of economic pride for the nation of the United Arab Emirates, the Dubai Mall will continue to cater to the needs of its visitors, both tourists and residents, providing both essential and non-essential services to residents and tourists to this cosmopolitan city.

Urban Planning
